Definitions
Anarchy can lead to tyranny as it preys on the weaker with no organized structure. Each does what he sees in his own mind. It can demand centralized government.
Dictatorship generally appears as led by one, but can be a hidden hand of influence directing.
Oligarchy has a few at the top who collectively run networks below and control sectors by directing, funding, or influencing down the pyramid. It leads to centralized government controlled by the small group of Elite.
Democracy seems as the most valid an fair. But it operates by mob rules. The mob can override the majority if the mob is convinced to go a certain way. It is the easiest form of government to control by the Oligarchy. They only need to persuade 51% and if there are some waffling can concentrate on winning over that tipping group. It becomes collectivism, the good of the whole is more than the rights of the individual.
Republic is based on representation of a figurehead. The government is limited by constitutional law and the rights and freedoms of the individual are protected.
The hidden hands over government forms have an intent of controlled centralized government, mostly from a Global perspective. It demands the people to abide by the general law of growing big government.
Tools used
Manipulation happens by consensus through media, social reform, and influence.
Fear makes people surrender and submit to more control.
Ignorance brings people into decisions unwise to their benefit.
Crises confusion adding chaos that manipulates individuals to act hastily and allow controls of centralized government.
Oppression causes citizens to hold out a hand to the manipulators for more help. People demand protection if feel threatened.

Infiltration
Every sector has been infiltrated by people under the networks of control.
The Oligarchy manipulate the system to their benefit, and networks have inner workers influencing those sectors (usually bribed to coincide).
Secret Societies are not necessarily controlling things, but they hold people who do. The Oligarchy serve as members to manipulate the workers into positions to control sectors and agencies within government. Often politicians come from these networks. The Oligarchy ride above the Secret Societies using them for recruitment and building networks.
Their people get to heads of offices, businesses, education, media, financial institutions, and dignitaries.
Those who do not contribute go under attack.
