WASHINGTON — The White House is preparing a draft proclamation for President Donald Trump to declare a national emergency along the southern border and has identified more than $7 billion in potential funds for his signature border wall should he go that route, according to internal documents reviewed by CNN.
President Trump could use the powers of the Executive Office to bypass Congress by declaring a National Emergency in the southern border due to the resistance of Congress for approval to build a wall. If this is enacted, it can constitute him to draw the funds from several departments in the name of National Security interest. In the event of this action, the banks may be forced to withhold deposits and restrict usage.
However, if this action gets out of control and stirs chaos to civil unrest, Martial Law can be enforced which extends the right of government to temporarily suspend the Constitution. Also could make the banks shut down and gives the government power to confiscate bank funds and even private property. If the military is engaged, it could require a militarized police force. Citizens can also be ordered to non-compensated forced labor under EO 13603, section 502.
Some applaud this action thinking Martial Law will drain the swamp. But it may just drain us of everything we worked for in the name of Security.
