Canadian Government Quietly Compensates Daughter of MKULTRA Victim

CBC News recently reported that the Canadian government reached an out-of-court settlement of $100,000 with Allison Steel, the daughter of Jean Steel, a woman who was subjected to horrific brainwashing experiments funded by the CIA.

The settlement was quietly reached in exchange for dropping the legal action launched by Allison Steel in September 2015. The settlement includes a non-disclosure agreement prohibiting Steel from talking about the settlement itself. However, the existence of the settlement and its total amount appeared in public accounts released by the federal government in October.

One of the largest MKULTRA research project, involved directly with brainwashing, was carried out at the University Psychiatric Hospital, the Allan Memorial Institute. This was once the most prestigious mental hospital in Canada with its unorthodox treatment of its patients. The practices of Cameron caught the attention of the CIA in the mid 1950’s.

Steel was a victim of Dr. Ewen Cameron, who was funded by the CIA’s MKULTRA to carry out experiments of mind control. Cameron used intense trauma in order to “repattern” the victim’s mind. He used a combination of chemically induced sleep for weeks at a time, massive electroshock treatments, experimental hallucinogenic drugs like LSD, and techniques such as “psychic driving” through the repeated playing of taped messages.

Cameron’s experiments became the basis of Monarch Programming, the project that took over after MKULTRA was discontinued, that still goes on today. It involved psychological triggers to program, trigger, isolate, fragment, and recreate various personalities, called alters within the person’s mind. While some would consider this schizophrenia, the difference with this process is that it is not the same mind split into personalities. This process of traumatizing, fragmenting, then building back up, creates totally unique and different brain waves as if the brain is shared with multiples of totally different people.

CIA Funds Torture Experiments

Many people have heard of the government’s BlackOp project known as MKULTRA, in which it has used human lab rats for experiments of mind control through torture, drugs, sleep deprivation, and other extreme inhumane methods.

However, the CIA had extended its program to other countries. While it was interested in the results of Nazi Germany, the agency had to look for places to continue experiments that would not point back to the agency.

As the CIA looked for places to test mind control experiments, they made their way to Canada and financed projects there to provide funds for experimentation. They created several fronts to hide the true intent. One such front was the Human Ecology Fund. This fund helped set up the Psychiatric Research Review, edited at McGill University in Quebec, which continued to publish without CIA support.

The CIA through McGill was also interested in how the mind works with healing and psychosomatic responses from witchdoctors casting hexes on victims. So they funded voodoo practitioners in Nigeria to study drugs and potions on how they heal. And to what result casting spells would have on the human mind.
